Section 508
In addition to W3C's recommendations, I always follow the accessibility standards as specified in Section 508. In 1998, the U.S. Rehabilitation Act was amended by Congress to require Federal agencies to make their electronic and information technology accessible to people with disabilities. These standards were eventually adopted by savvy web designers. Your web solution should be accessible for people with visual impairment along with those with cognitive disabilities, and that is why I follow Section 508 in all of my designs.
